Well personally it sounds like the original issue was caused or could have been caused by air in the system. It is very easy to get air trapped at the banjo fitting on the master cyl. Back to the topic. The restrictors can only change the flow of the intake tract after the slides are all the way open. That is why the bike "feels" normal until you get to the top end, then it falls on its face. Why they make the bike run richer is smaller port = higher velocity through the carb.......

I would check the sub-filters and all the passages to the back side of the diaphragm.
If the filters are clogged of if some debris is blocking the ports or hoses, it could cause a "vacuum" lock on the slide.

While you can not back fill the system with a speed bleeder or one way valve, I have never had an issue with using them. Maybe different manufacturer.
