its the pipe directly below the on, on the fuel tap.

yh it smells rich and fuelly.

you sure its coming from the tank drain tube and not a carb bowl tube??? could be as simple as a bit of crap in the float / needle valve and its flooding the carb and the white smoke it a massively over-rich mix. does it stink of fuel when it runs, at the exhaust? yh it stinks of fuel petrol does ...
