Hi Nige That is a drain nipple onto which a short hose was attached (suggest you attach one) to allow coolant out should the pump seal go bad (so the oil and coolant doesn't mix) and fitted post 98 models which had just a wee 'weep' hole. When next I have the cover off, I'll be attaching one myself ...

If you go back to the installation TDC positions, turn the bolt in finger tight (no tools), brace the bolt head with a ring spanner (otherwise the bolts tend to turn in further when locking) pop a spot of thread lock on the base of the bolt and lock.
