Checked diaphragms they are fine..

carbs have ben stripped and are fine . it only wont rev when under load standing still it revs fine...

Had a look thru forums but cant see what I'm looking for so help.. My bike is 1999 with carbs iits been sitting a while but now when I start it alls well until I put it under load it will not rev past 4500 :confused The carbs are clean so is the air filter has new plugs.. Was wondering if the timing...
