Surely the first thing to do is to take off the carbs and see what jets are in there and compare against the stock items? I used to run a full hard luggage system on mine. It was Kappa, with the wingracks etc. There is no standard fitting kit for the VTR but they did a universal kit which needed some slight modifications, but it did work well. I would have thought that the carbs need removing and cleaning after three years of standing.

If you have a leaking seal try using a Seal Mate. I've used mine on a couple of bikes and it worked every time. Just Google for one and they'll come up - also on Youtube.
