That's the one, the breather hole is the small one at the top just above the drain pipe, if you use Por15 it will probably seal that hole and the tank wont have a breather and you'll get fuel starvation, the picture I believe is of a cut open tank so you can see it. It does look like it was faulty from new. I think the fact that there are gaps in the welds is not an issue. I think the welds on the tank base are to hold the mounting bracket in place and do not have anything to do with sealing the tank - unless one of the welds gets too much penetration and goes...

I can only reinforce to be very careful with blowing a piston out. I used my mini compressor to try and dislodge the piston in the rear calliper and very stupidly put my thumb between the piston and calliper side and basically trapped my thumb nail !!!!!! A couple of thoughts.
Spray carb cleaner is better and more effective than brake cleaner in my experience.
There has to be an idea around compressed air that can be used to blow it out.
