Just been blasted and powder coated, comes with the central tube/spacer

Are the 6 spoke ones lighter than the OEMs?

don't think there is much in it, but they look more modern

The discs face should not be painted, it should have been masked off as it's a machined surface and needs to be flat, the paint will not be flat and the discs will warp if it's left as it is. Also looks like the bearing area may have been blasted, you'd need to check clearance for bearings as if blasted the hole could be too big, bearings can be lock tighted in but that's not really the way to do it, I guess who ever did it isn't a bike specialist..

The disc face can be cleaned off (my mistake for not masking) and the insides were cleaned up by me, not by blasting
