Repairing the Petcock

Imagine my surprise when I went to remove the tank for about the 6th time over the years and the Petcock was not holding.......with a full tank of gas overhead! When I took it apart the diaphram was slightly out of place(first time that I have had it apart), but it looked to be in perfect condition. I re-adjusted it, put it back together, and just by blowing on the supply side it seems to still not be holding. Am I missing something here, or can it still pass when there is no vacuum to hold it open? Honda sells new "diaphram sides of the petcock" for $35Can! If its what I need, no problem, but I'm not sure that I do need one.
Any ideas?

During the love affair I had with my tank / tap recently, it seemed that you could get the petrol to flow without a vac. Can't remember if it was a combination of moves on my part or not.
