fuel supply problem

Hi, I just purchased a 2002 vtr1000with 5k on the clock which has sat idle since 2006, the fuel filter inside the tank has disintergrated and mucked up the system.
I have cleaned out the carbs, fitted a inline filter to both supply hoses from the tank and stripped, cleaned and replaced the diaphragm in the fuel tap.
the tap is sealing fine and releases fuel to both ports when i suck the vacuum hose, but when the bike runs the nearside filter has fuel flowing through, but the offside is empty causing a starvation problem when riding, any ideas ???

assume that you have worked out which pipe to fit the vac hose to [not the drain on the bottom] else you wouldnt have fuel to one side. I would take the tap apart, sound like something stuck in the exit to one of the outlets.

other think is it is easy to kink the hoses making the flow restricted
