Early ones top out at about 155mph (157.50 according to Ride a while back) and later ones 144mph
Two bikes, still only four cylinders!

I can't think of any component that changed over the model run that would account for this, cams, compression, carbs, jets, even cans are a single model number throughout the production run, as far as I'm aware.
If there really was a reason for five extra BHP, I believe that it would have been identified and a common update by now.
There's possibly a difference between PAIR and non-PAIR bikes, but it could all be down to the way it's measured.
It used to be common to quote crank BHP, but later it's usually rear wheel BHP, so all of the gear train and drive train losses are factors.

The later ones have inlet restrictors in the carbs rubbers to "smooth the airflow" apparently and make low down running smoother.

Carl Foggarty is a VTR fan if you follow his Twitter and he says the thing that makes the greatest difference to the storms speed is the choice of tyres.

didn't think emission regs came in till a bit later with the bikes hence then introduction of cat's etcbigspanishmarty wrote:probably down to emissions regs!
