1. the timing marks are set by the chain position.
2. it will only move when no tension is on the chain.
3. If the chain dont move the timing stays the same.
4. Set bike to tdc (piston at top) regardless of stroke.
5. wind tensioner in while listening carefully for suden chain movement.
6. lock tool of so tensioner dont shoot back out.
7. slowly remove.
If you hear or suspect the chain has moved, then remove cam cover.
if not, and all went smooth, remove plugs and crank over in sixth to be sure then fire her up!

I personally don't think very much of what your so called "Honda mechanic" told you to do, in fact IMHO a very cowboyish attitude. Its your bike so if you are happy with this persons advice, then thats your choice,
