I agree strip it down. Give it a good clean and sort the bolt out that always goes rusty and gives a bad contact. There's not much to go wrong with them really. Only that bolt and the starter bushes. I suspect the bushes are fine and the bolt is probably giving you some issues.

I'm not suggesting the seller is lying just pointing out that it goes to show how quick those bolts go bad. It's a common issue with these bikes if the bolt is not packed out with some grease to stop them corroding.he has the clocks that say way under 12k:
