NOT everything about motorcycling is about riding – there’s a huge number of us who get just as much from tinkering in the garage and as a result proportionally more motorcycles are off-the-road than cars.
And that being the case, the fact that from December 16 the rules regarding SORN (Statutory Off Road Notification) are changing to make life simpler is worth celebrating.
In the past, those of us with long-term ‘projects’ have had to re-apply for SORN every year to prove that the bike doesn’t need taxing and, more recently, isn’t subject to compulsory insurance rules. From the 16th, however, a SORN will remain active indefinitely – tell the DVLA once and you only have to get back in touch with then when the bike is finally going back on the road.
SORN doesn’t pass with ownership, so if you sell or buy a project, the new owner will need his own SORN on it, and the same applies to things like changes of address, but otherwise it’s one little annual job that’s no longer needed.
As part of the same changes, it won’t be necessary to provide proof of insurance when you re-tax your bike after December 16. That’s because a while ago it became illegal to own an uninsured vehicle (that isn’t SORNed), and insurance is automatically checked by computers on a rolling basis, eliminating the need to produce paper ‘proof’ when applying for VED.

I'm still not clear if the new tax runs from beginning of month as with 'old' paper system or if it will begin on the date the digital tax is purchased.

Looks like you'll need to find a nearby Post Office when buying a vehicle or have of connecting to the interweb with phone or laptop??!!?? or take a trailer.If you have any remaining months left on your current paper tax disc from 1 October 2014, you can either remove the tax disc from your vehicle or display the disc until it expires.
When selling a vehicle to a new vehicle keeper, the vehicle tax will no longer be transferable. Vehicle tax will end when a vehicle is sold and the new keeper will need to get the vehicle taxed immediately before the vehicle can be used.

Talk about give with one hand and take with another.
Nice that we will no longer have to display a disc on the bike but then what an arseache if buying a vehicle. Basically this mean the DVLA get more money as the new keeper has to purchase tax even if the previous owner has months left on the vehicle. So does this mean that previous owner can transfer that tax disc to their new vehicle. Now that would make sense. The tax being attached (not literally) to the person and not the vehicle and can be transferred from one vehicle to another.
I don't know why they can't leave things as they are. We all understand and know how things work so if they go changing things all the time then it just gets confusing. Maybe by confusing us there will be more people on the road unknowingly not being fully road legal, then plod can come along, seize the vehicle, charge high storage fees, then more vehicles will get left because the fees are more than the value of the vehicle. That will then get older vehicles off the road and at the same time they make money out of it.
They don't make life easy do they.
