On second thought and after some reading, I noticed when I bought them it said fully floating disc.

I found that a standard road disc is semi floating. Bobbins can be bought to make a disc fully floating and loose like this. It reduces drag for racing.

Also race discs can be bought that come like this.

On closer inspection, the bobbins on these sunstar discs have totally different bobbins to my other 3 pairs. The others all have a narrow hole through and a fixed plate on the back. The bobbins on these discs have a different plate on the back with a spring washer on.

Im wondering if someone has fitted these bobbins for track / race use.

They'll probably rattle and sound horrible on the road, I havent tested yet.

I found quite a few examples of road bikes with exactly the same movement. Some seemed to be defective discs, but some were actually trying to get a fully floating disc.

I reckon I'm going to have to take these to a garage and ask as I dont want to be using worn discs, but if they're meant to be this way....
