You are right, the Storm fork legs don't have drain screws, unfortunately
Roger and Teut did mine back in 05..£885. £250 for the fork rebuild and set up the rest for the Penske,custom for my weight. took about 5 hours, ride in ride out, if you decide to "roger" your forks, ride up from swindon.the ride back will be worth it alone

Don't say it's to far, the purpose of a Storm is to ride it, what better excuse do you need to get out for the day.

There's really nothing complicated in stripping the forks and especially not the brakes
Just make sure you read the manual and think about what you are about to do before you do it and take your time

Cant remember off hand but I thing its 9.5kg springs & 10weight oil but I could be wrong

Well, i can free up a sticking caliper, but I wouldn't strip them down and trust putting them back together. I live on a very steep hill and it would just be asking fro trouble.
I am the person that when taking anything apart, absolutely any part that can go *ping!* under a metal shelving unit and be lost for all time will do. Vital parts will be dropped and stood on, dropped into holes they don't belong and generally end up covered in unshiftable grime and fluff even if I worked in a hospital clean room.
And yes, the paws thing doesn't help, but Halfords have a range of toothed ratchet spanners
