Was she Polish or from some other eastern European country by any chance. This is a well known scam used with usually two vehicles involved. The vehicle in front controls the stopping gap and also blocks witness views from the front and the second vehicle behind is the one that purposely creates an accident like this where they then can claim whiplash amongst other things. They are not stupid and know that insurance companies automatically blame the vehicle behind.Then again she should not of locked her brakes up as there was no need for it

if the other party cannot be identified knock for knock does not apply .
