Inlet Rubber

Some say this is a restrictor But I think it's an attempt to smooth out low speed throttling.Anyone Sure?

Mine don't look like that and if they did I would take it out! That is far too restrictive, and must be having an effect on max airflow.

I think it is normal to have a thin steel insert in there, but it should only just be visible, and the 33 hp restrictors i have seen for sale are concentric, so what you are showing is a 1/2 way house. But as i said, it will be restricting top end. What age and spec bike is it off?

Someone online said some bikes come fitted with them whilst others don't ,no matter what country.Maybe someone on this site Knows.

Can't see the picture, but it sounds like the steel insert has pulled part way out.
Just remove it, although it's designed to smooth low speed /revs airflow, it doesn't do anything noticeable.

If it's any form of restrictor, you'r better off without it.

Or just buy or borrow another set, and try them.
It's not falling off, it's an upgrade opportunity.

is that pic off an older carbed varadero???

i had ally discs in my carb rubbers which i tugged out obviously but they werent as deep cut as that.
what year bike is it?

You do not have to say anything. But it may harm your defence if you do not mention when posting something which you later rely on in quote. Anything you do say may be ripped to sh*t.
