I have seen a few painted black. I guess something like hammerite metal paint would do it, or maybe engine enamel paint.

This question has always been a bit of a controversial one, over if painting a rad will cause it to lose less heat, probably not a problem here in the UK in the winter, but may be a different story in the summer if that did happen. Having never painted a bike rad before myself I can't say for sure.

If I were to use paint on the rads I would give a heat dispersant paint a try, something like this paint here in this link:-

could try firecote , fairly thin covering paint so shouldn't affect cooling http://www.carplan.co.uk/index.cfm?product=263
