Under the plans, which are open to public consultation, a reduction to 40mph should also be considered where there is "substantial development" or where there are "a considerable number" of horse-riders, pedestrians, cyclists and motorcyclists.
Country roads are normally national speed limit except when going through villages. The only time I do 40 on country roads is when either stuck behind HGV's, tractors, Old farts, drink drivers and people that drive like old farts because they don't know the roads or are lost.
The way thing's are going we might as well go back to using horse and carts.

The CPRE seem to think that Britain can revert to a 1950's style paradise where there are hardly any cars, Miss Marple cycles to church on Sundays and we all stay in Britain for our hols in a B&B at the seaside eating "locally sourced" tofu.
This would be policed how? Perhaps the government can cancel some more army leave and dump this task on them again?
its 2012 not 1912 horses shouldn't be on the wombles road in this day and age, some might not agree but they are just a wild beast that sh1t everywhere and have there own mind
you will never have 100% control of a horse as its not mechanical if it wasn't to bolt and jump into the oncoming traffic it may do
If they want to ride them they can get a box and tow the wombles to a field or pay substantial road tax to use them on the roads.
cyclists do my tits in, they should be sold with mirrors and lights as standard and have to pay a roads tax fee also
OAP's can just stay indoors and off the roads at the week end's they have all bloody week to go out.
And if yours dogs not on a lead and i run it over its your fault not mine. i have my dog on a lead when i have to walk by a road, the other people should too.

The thing is by creating so called laws like this where it slows the whole system down and causes traffic build up, it's actually more dangerous. People will just become more frustrated and drive like a loon, overtake at inappropriate places etc. And if your one of those that poodles along at slow speeds, then that encourages the use of mobile phones, doing your make up, reading a book etc etc. Not to mention the road rage and anger towards the system.
This county is run by morons and they all need be-heading.
