Probably the bungee hooks.

If they pull out to the side and sit out when the seat is put back, they are for people who tie stuff to te back of their bikes and/or go camping for the weeking.

+1 yep bungee hooks. And the plastic tabs under the seat is supposed to be a document holder. Then you have a place for a D-Lock where the tools/tool strap is
