About a 3rd of these you could blame the rider for undertaking etc!

Agreed that there are stupid moves on the behalf of the riders... But you are forgetting the fact that not all people drive on the wrong side of the road... Very few actual "undertaking" manoeuvres, if you look at plates and text, most are in fact overtaking on the correct side...
