Low manifold vaccuum

Before my CCT went bang I had a fantastic engine with bags of torque from 5000 rpm upwards. Had a replacement engine which, despite the carbs all being checked out (from old engine anyway) just doesn't pull the same or feel as smooth. On balancing, only 1hg of vacuum whereas the old one was showing 2hg. Any ideas why? Bolloxed valve seats? Plug colour is spot on and no oil being used.

Maybe over winter I'll make one good engine out of the two!

poor seal on intlet manifold?
bad inlet valve seals? :?:
Head gasket.
Have a compression test done to eliminate barrels, rings, head gasket and valve seals.
I this proves OK must be in the head its loosing it.
