The stopper ring is just a circlip that is there to stop the forks coming out of the bottom of the top yoke,
I think the amount of stick out is checked from the outer side of the top yoke to the fork and i think this should be around 10-15mm max"I seem to remember" from Rodger

I dont see why you couldnt replace them,
you would need some locknuts to stop the screws backing off,
and the setscrews would have to be strong enough not to mushroom at the ends.

I would'nt use WD40 as it will dry out the o-rings and cause them to crack
better using a mineral oil and or chain wax (as per alans) suggestion
