Fuel Gauge

The fuel gauge on my 2003 firestorm goes down to the last of its blobs, but when I fill up I can only get 11 litres in. This would indicate that there is still 8 litres in the tank. My question are:

1. Is this normal?
2. Can it be adjusted to be more accurate?

Mine seems to be the same. Ride it until the last sector starts flashing red +/-130 Miles and then I get 14 Litres or so in it.

I'm not sure what can be done to make it more accurate, just something you get used to I guess.
