I've got a 1998 model and the lights are always on once the key is in the on position. there is no separate off switch for Japanese market models.

Lights are always on unless the starter button is pressed, for me on an 05 plate.

on my 53 plate, the lights are like the early model, but the 04 plate the lights are always on.
