The only resistance that the clutch pushrod is gong to meet is the piston/spring inside the slave cylinder, and on the other end the lifter bearing on the clutch so there will be some resistance. Not loads but the equivalent of piston and spring pressure if that makes sense.
If there is lots of resistance it may mean that the clutch slave piston is stiff/seizing and requires removal and cleaning out. Maybe a LIGHT rub down with some wet n dry around the circumference of the piston is required if there are rust deposits. It works on the same principle as a calliper piston but easier to get in and out......usually

If there is major resistance when tightening the bolts then don't try to force it as you risk bending the pushrod and ending up with a stiff clutch.
