it's admirable that you're considering the noise implications, but although standard end cans are a lot quieter, even they have the capacity to make enough noise to upset the neighbours... 
if you live at the top of a hill, may I suggest free wheeling down hill, just make sure you don't have any playing cards in your wheel spokes....
