Strange that it is speed based not rpm based, i would have expcted a similar problem in 4th gear at the same revs but a lower speed if it was related to fuel flow or a jet blocked, but it does Sound like it can't flow enough fuel into the carb float bowls to feed the engine above 85mph.
This could be:
Fuel hoses kinked
Fuel tap not turned fully on
Fuel tap diaphragm leaking air so it can't open fully
Fuel tank filter blocked
Fuel tank vent pipes blocked so it can't get air in fast enough to let fuel out (try opening the petrol filler cap and see if there is an airlock when it splutters to a stop)
Main jet blocked or fallen out
This could be:

hoses checked and not kinked---check
tap replaced with another with a service kit done before fitting---check
tank filter cleaned and new o-ring fitted before putting tap on---check
tap turned fully on---check
tank vent pipe???---not checked
main jet---not checked as everything i need to strip carbs is packed away atm

Is the air tray there under the air box ?
As it could be getting to much air turbulence if its not fitted .

is that the bar that goes across the airbox...if so yes it's still there...i have changed the small stack for a long one but the problem was there before i changed it

it a black plastic tray that sits above the engine at the front and below the airbox

lloydie...i think it's still there..the only time i've had it that stripped was when my front cct went 2yrs ago and if took one off i'll of refitted it..i'll double check though
virt..i've never by choice or by force had a restricted bike and tbh if this is what your storm feels like i feel for you m8...you gunna get a proper shock when it's unrestricted

Try running it in 5th and see what revs it runs out of steam like it does in top.
I think it will be the same revs.
If so, it's the filter.
Clean it (wash with detergent and let it dry and this time try it without any oil on the filter element for a mile or two- it won't do any harm over that short distance.
If it runs ok, re-oil, but only lightly, and leave the recommended distance between the spray can and the filter.
They're easy to over-oil, and the symptoms sound spot on.

dumb question but..can i run it without the filter in...only for a short run..maybe 3-5 miles round trip tops???

i back tracked over everything i'd changed..the plugs,coils,fuel tap and air filter...did everything again including tested the coils,take the fuel tap apart,clean the tank filter,make sure the tank breather was clear,clean and re-oil the air filter(very light misting of oil)..put it back together,took it for a run up the A1 and VOILA..it pulled right through 85mph and onto 130 without a hesitation,tried it back down just to make sure and straight round to 130 again...it's good to have her back to normal again...

Good to hear you got it fixed with the minimum of amounts tools to hand - Did you narrow it down to anything specific that was causing the restriction/cut off that we remote armchair diagnostees can learn from ?
