The welds are not the neatest on the headers as standard but that certainly looks like a repair and there is also a burn mark below it.
Back to your fuelling.....Hawks setup is an optional route to take. There are various ways of setting up carbs. Some manufactures block slide lift holes, some make another, change diaphragm springs for different length ones or not, some kits block air bleeds, others don't, different needle profiles etc etc. As for the blocking of the lift holes in Hawks set up, it's block one hole per each short stack used whether you use one or two. If running two long standard then don't block any, if running billets then block two.
But there is no right or wrong combination with any jet kit. You have to find what works for you, for example I'm running a factory pro kit but have also blocked a lift hole in each slide as I'm running billets. Carb tuning is a learning curve that takes time and patience. Some may call it a black art.
I can't remember now if you had issues with the exhaust popping and banging a lot on the over run while decelerating, this could be sign of faulty air cut off
But so can other things and as you have had so much going on I wouldn't like to say yes it is that for definite. You could always swap them from the other carbs as a test. If the float valves did not fix the puddle then it could always be excessive wear somewhere else, maybe the choke enrichment valve. As the carbs you have now are good, why not just clean them up so they look cosmetically as nice. Might be easier than chasing down a fault in the other carbs.

I wonder how much weld is intruding and disrupting gas flow
Now she's running well, I'm going to get a pair of race cans and give her a good clean up. I have a pair of DJ needles out of another set of carbs but I have 190 mains, so I might order some smaller mains and have a play with those.
I will clean my good carbs up but my reason for continuing to look at the others is that I don't like giving up and I want to know what the fault actually is


Now she's running well, I'm going to get a pair of race cans and give her a good clean up. I have a pair of DJ needles out of another set of carbs but I have 190 mains, so I might order some smaller mains and have a play with those.
