For me, the neck exercises work quite well when I can remember to do em. I also think it was originally caused by me working on a laptop at a desk for a few years. I switched to a desktop and now a laptop with an external monitor and am a lot more concious of my posture when I'm working.
As far as bikes are concerned, when I switched to supermotos a few years back I found I got on with the riding position better than on bikes like the VTR. When I've since tried out sportsbikes (GSXR, Mille to name a couple) I just couldn't wait to get off them as the riding position was an instrument of torture for me, particularly having to almost look upwards to see where you're going. Maybe a change in riding position might help you?
