The seller will be lucky to get half that considring the quality of the work done to upgrade it. It could just be a silly price so he can say to the wife it wouln't sell so will keep it.

Not much there to reflect it being an Anniversary model

plus as you point out, not even the correct colour.
IIRC Hagon used to (and may well still do) be able to supply a shorter shock for lowering the bike for owners with short legs. Considering the seller states a height of 5'-2" they may have fitted a shorter shock from Hagon for that reason. Whether or not the original they have is the Proflex is another question

Crazy price. Especially when compared to this one. Fella had it on ebay starting bid 2500 for a while there and he didn't get a bid so has stuck it on gumtree for 2300.
