Hi,
This is a new one to me.
The tachometer needle rests at 1500 rpm when the engine is not running.
It seems to me like it is correct when above 1500 rpm (My ear dyno).
Why would the tachometer needle rest at 1500 rpm?

Im assuming that when it's running, it behaves normally? When you lift the revs a little over tickover does it sit at 1700 or 3200?
If the latter, then the needle has moved in it's shaft. If not, I'd guess that there is a mechanical reason, something blocking it being able to return to zero.
Take it apart and have a look.

Yes. So does opening it involve violence, or is this meant to be possible?

I think it's just a few screws on the back of the dash to separate the clocks from the black outer cover.
