brackets??

while stripping the bike down to fit the ventura L brackets i found these brackets on the subframe? i know there not for a renntec rack as ive had one on my other storm, anyone any ideas what there for, they were on the top subframe bar, running on the outside, with the holes on the inside, looks to me like there for a rack system of some sort???

they look a bit like the ones I have for my grab rail.........although mine were powder coated and might have captive bolts.........so not an exact copy

mmmm never seen owt like em, thought grabrail but unsure what make, so if anyone wants em give me a shout
