Handle bar weight problem

looks like it needs a new clip and rubbers .
but until then undo the end screw a little that should let you refit it

so where do i get these new rubbers rings and clip?

Here you go number 12 is the clip, I guess if they are sliding down the tube then the rubber will be the inside one, number 10.
