Mine are dome head hex. The only thing I can think where those bolts may be from is to hold the clock in place, but I'm sure the spacer are loose fitting like on the tail fairing and those are all in one. The only other thing I can think of is calliper bolts.
Mmmm, actually I'm pretty sure they are not storm bolts.
