I got a new laptop with usb 3 ports, and a new external drive that is usb 3 as well. So how come it transferred at 100mb/sec at most? Have I got to set something
??

Because the hard disk inside is probably a normal type of disc as opposed to an SSD type.
You will also find the maximum transfer rate of your internal discs will be about 100mb which is standard for that type. An SSD can go up to 500mb/s or more but they are expensive.
If you connect your drive with USB 2 you will find it only goes at about 10-20mb/s. USB 3 will let it run as fast as the drive will allow, but the drive then becomes the bottleneck.
