It slide into the graphite gasket so the gasket is in-between the two pipes. The clamp then goes around the outside squeezing the outer pipe on. As mentioned use some High temp resistant silicone. Not only does it help seal any small leaks but also helps stick it all together and hold it in place. If yours keeps coming loose and falling out then I would take a guess that there is some wobble there from either the wrong or worn gasket.

Gaskets are gaskets so I assume you mean that you have been given high level pipes and are trying to fit standard gaskets.
Some link pipes don't need gaskets.
You can see how thick the gaskets are, so if there's not room they are designed to fit as clamped metal to metal only. Use gasket goo to achieve a gastight seal, or just enjoy the popping and banging.
It's not falling off, it's an upgrade opportunity.

The one question that hasn't been asked..... Are you running a stock header?

Some of the aftermarket headers use a slip fit there instead of a gasket

It looks stock when I bought the bike last October this section was full of old exhaust sealent no gasket and it was banging and piping as Tony says I can't open the lips on the collector box anymore as the last thing I need is it snapping then it will be new down pipes so should I just go back out now I have calmed down lol and just pack it with the paste and forget the gasket

I have had gaskets chew in the past when they are an extremely tight fit. Marty's two brothers where like that. A little grease helps piece it together and soon burns off. But if it's really tight ie not designed to have the gasket in place, then as Tony said pack it out with sealant. You shouldn't be needing to enlarge/bend the outer pipe outwards.
