Could it be time to replace it, as no matter what you do with the mudguard it won't get any better. Unfortunately it only comes with the whole header section - I'm on my 2nd header because of that.

Or another solution, as I have said before, either fabricate yourself or get some header split clamps/collars made up as below. One half drops on top of the other where the holes for the studs go. Due to these being in made in two halves means you can replace the existing without having to cut and re-weld the header. Those would be an ideal solution to rotted rusty clamps - if only they were the same size(?)
