Rear wheel doesn't spin freely

Hi guys n gals,

I have just had my wheels powder coated and Ive changed the bearings and had new tyres fitted, front fitted perfectly rear is being a little odd... When torqued up the rear wheel doesnt spin freely but if I loosen the main axle nut it does.... what have i done or not done

Did you put back in the spacer tube? > no.7

Did you clean the disc mounting face after powder coating? Try unbolting the calliper and lifting it clear- it's only 2 bolts- and see if the wheel still snags.
It's not falling off, it's an upgrade opportunity.
