What does this jargon mean ?

Everytime i open up the VTR1000.ORG page this comes up at the top (see below) outside of the page and the page doesn't fill the whole page if you get what i mean, doesn't seem to matter if it's on my lap top, another one or on my mobile ???

Yeah, I'm having the same problem.
It's almost like it's a warning, could be a scam.
Hopefully someone will be along soon to explain it all.

It's the teal filter malfunctioning....there have been several join recently, I knew it had stopped working
