Agreed Kitch, but if you have put say 10K worth of overtime budget into catching the nutters and the nutters dont show, you then need some not so quite nutter prosecutions to fund the project! (hope that reads alright) All government run projects are about money! Stats and budget! For example there is a safety camera van on the main trunk road past my village. It is usually there for a couple of hours a day 7 days a week. There are very few houses and no pedestrians. This has to be a money maker! if it was in the village near the school it would then be a SAFETY camera.
Anyway I am not going to gripe anymore so sorry for venting my spleen on you guys and girls.
