no damage to piston but both inlet valves are bent so two new valves and a cct and the vtr will sing again

Wahay! Congrats, must be chuffed with that! 
If it's broken; should it move? Yes: Use WD40 No: Use cable ties. Now it's fixed!

Sure am just trying to find valves now no one seems to have them, also when replacing the cct do you need to replace the assembly that pushes against the chain as well?

If you mean the chain guides then unless damaged or extremely worn then no.
If it aint broke, get your bloody hands off it!
