And the plate is either Italian or Spanish (more likely as its a SEAT) and neither are known for their consideration and courtesy on the road

I agree with Clackclack wrote:that is not good. However its hard to tell whether the red car is overtaking something itself or has just barged the rider.

It's a job to tell exactly from that clip (even though I've spent long enough studying it), but if I'm not mistaken it looks like the red car deliberately pulled out into the bikes path, as it doesn't look like there's a car right in front of the red one, only further ahead
