Agree on needle jets and needles, wear is gradual and you wouldn't notice it suddenly. The Storm doesn't have a reserve tap setting, so it can't be that, though, and although I've never needed to remove the tap from a tank I don't think there's a gauze fitted either- someone correct me if I'm wrong, pls.
Seems to me that simply disturbing the fuel tank on removal can cause a flake of rust or some foreign object pumped in with fuel to move and partially cover the outlet; after a while the fuel sloshing around as you ride can move it out of harm's way once more. If that's the case you're very unlikely to be able to track that down.
It's never a bad idea to fit two small see-through filters in line, just remember to check them and clean/change when visibly dirty.
Re the photocopies, the new MOT's are also just a printout these days, our local plod would know about that, but it might take the foreign lot a year or two to work it out. Might be worth printing off a DVLC info sheet to attach to it, if you have the new type.
It's not falling off, it's an upgrade opportunity.
