Is there any way of pushing it out? The paint is fine so I don't want to mess about too much from the outside. Is it possible to get something weirdly angled through the filler?

Someone else might confirm this, but that looks like a compressor job. Either that or remove tank, empty, take out fuel sender unit and something blunt from the inside would be easier than from the filler hole. I'd try a piece if 2x1" timber cut square,( if it will fit ) with a heavy duty plastic bag wrapped round it in case of any splinters. Dont use anything remotely sharp.
