What you actually need is a cheesy allen key, that way, if it's even softer than the plug, then you can't overtighten it. Use a proper one to undo.
Or drill the hex hole round, tap it with a left-handed thread, supply a lefthanded bolt.
When you try to tighten it up, you'd only be able to apply a small amount of tightening torque before the bolt unscrewed.
But the bolt would tighten in as you tried to undo the cap, and it would come out every time.
Simple, but probably too expensive for mass production.
